Instead, officials in Rwanda have expressed concern over the DRC’s alleged harboring of the FDLR, a group formed by Hutus connected to the tragic 1994 Rwandan genocide, suggesting that the DRC government is not entirely without fault.
In a parallel development, Germany has summoned the Rwandan ambassador to voice its disapproval of the M23’s advances, calling for respect towards the DRC’s territorial integrity and urging Rwanda to withdraw its support for the rebels. The German Federal Foreign Office stressed the importance of respecting international law while also highlighting the necessity for the DRC government to engage in dialogue with M23 and acknowledge Rwanda’s security concerns.
The ongoing conflict has precipitated a humanitarian crisis as approximately 30,000 refugees have fled to Burundi, marking the largest influx of displaced individuals in a quarter-century due to this violence. UNHCR representatives have reported an alarming continuous stream of refugees entering Burundi daily, indicating the dire situation unfolding in the eastern DRC.
Amid these tensions, the M23 has reportedly achieved significant territorial gains, including the capture of key cities such as Goma and Bukavu, raising alarms about the potential for broader regional conflict.
