The United States has announced charges against Mohammad Reza Nouri, an alleged officer of Iran’s Islamic Revolutionary Guard Corps (IRGC), in connection with the killing of American citizen Stephen Troell in Iraq in 2022. The Department of Justice characterizes this incident as an act of “terrorism and murder,” asserting that it was executed as retaliation for the prior assassination of Iranian General Qassem Soleimani by U.S. forces two years earlier.
Troell, who had been engaged in educational initiatives at an English-language institute in Iraq at the time of his death, was in the country in a personal capacity, fully dedicated to fostering connections with the Iraqi population. The Justice Department’s report alleges that Nouri harbored the mistaken belief that Troell was involved with American or Israeli intelligence operations.
Nouri is accused of conducting surveillance on Troell and facilitating the means necessary for the attack, including providing weapons and safe passage for those who carried out the killing. Currently residing in Iraq, he has already faced arrest and conviction related to this incident, according to U.S. authorities.
Attorney General Merrick Garland emphasized the United States’ commitment to holding accountable those responsible for harm against its citizens. He stated that the justice system would relentlessly pursue accountability for Troell’s untimely murder, reinforcing a zero-tolerance stance against terrorism and authoritarian actions that target American lives.
Last year, reports indicated that five individuals—four Iraqis and one Iranian—received life sentences for their involvement in Troell’s murder. While the identities of the Iraqi defendants were not disclosed, the Iranian individual was identified as Mohammed Ali Ridha.
These developments occur within a complex backdrop of increasing tensions between the U.S. and Iran, marked by new sanctions imposed on Tehran as well as heightened concerns regarding its nuclear ambitions. The Biden administration has consistently accused Iran of orchestrating plots that jeopardize American lives, a claim that Tehran has rebuffed.
Secretary of State Antony Blinken recently urged Iran to concentrate on domestic stability rather than engaging in regional conflicts, especially in light of recent geopolitical setbacks encountered by Iranian allies, including in battles involving Hezbollah.
