U.S. Trade Representative Jamieson Greer also participated as the two economic powerhouses prepare for a critical meeting between President Trump and President Xi later in the week.

These talks come just days before President Trump is scheduled to welcome President Xi to the White House, with both sides hoping to alleviate tensions that have arisen between the world’s two largest economies. Bessent expressed optimism regarding the day’s discussions, stating that they would aim to set a constructive tone for the leaders’ upcoming meeting.

At the forefront of the agenda is a fragile U.S.-China trade truce, which is set to expire on November 10. This agreement, established in Busan, South Korea, last November, limited U.S. tariffs on Chinese goods to approximately 20 percent after contentious negotiations that temporarily escalated tariffs into the triple digits. Additionally, the U.S. has been pressuring China over its production of rare-earth magnets and vital minerals essential for industries from automotive manufacturing to advanced semiconductors. Although China had committed to restoring the flow of these critical resources, a senior U.S. official recently indicated that progress has not met expectations.

Artificial intelligence is poised to play a significant role in the discussions, representing a relatively new yet crucial element in negotiations that have primarily focused on trade. Bessent mentioned the possibility of discussing “guardrails” for AI, which would aim to address mutual risks, including concerns about powerful AI models being misused by malicious entities. The conversations are anticipated to encompass both open- and closed-weight AI models, with Chinese open-weight models increasingly attracting interest from U.S. companies due to their cost-effectiveness compared to those developed by American firms.

Another potential area of contention in the discussions is Iran, as China remains one of Tehran’s significant economic partners, purchasing a substantial amount of its oil. This relationship makes Beijing a focal point for Washington’s efforts to intensify economic pressure on Iran amid ongoing geopolitical tensions in the region.

Despite the comprehensive agenda, analysts harbor low expectations for groundbreaking outcomes from the meeting. Anna Ashton, a China trade expert, remarked that while there may be some progress evident for the sake of the presidential summit, substantial breakthroughs are unlikely. Similarly, former U.S. Deputy Secretary of State Kurt Campbell highlighted that maintaining tension containment may be the most achievable goal in the short term.

These negotiations are part of a sustained effort over the past 16 months, wherein Bessent, He, and Greer have engaged in multiple meetings to cultivate areas of agreement before the direct dialogue between Presidents Trump and Xi is conducted. The discussions underscore the vital need for ongoing communication and collaboration between the United States and China in addressing pressing global challenges and fostering a cooperative economic environment.
