Hundreds of personnel from the United Nations have recently appealed to Volker Turk, the UN’s High Commissioner for Human Rights, urging him to publicly classify the ongoing conflict in Gaza as a genocide. This plea arises from a widespread concern among staff at the Office of the High Commissioner for Human Rights (OHCHR) regarding the impact of the current situation on the global human rights framework.

In a letter addressed to Turk and signed by over 500 employees, the staff committee expressed that a substantial segment of OHCHR staff believes the legal criteria for genocide have indeed been met during Israel’s prolonged military engagement in Gaza. They point to extensive reports from various UN mechanisms and independent experts that underscore this assessment. There is a growing consensus within the organization that the OHCHR’s public communications should more accurately reflect this reality—a failure to do so could undermine the organization’s reputation as a credible authority on human rights.

The letter articulated the profound frustration felt among the staff regarding the extensive human rights violations reported, particularly their devastating effects on civilians, including women and children. This sentiment is particularly poignant given the historical context of UN responses to violence, with many recalling the institution’s silence during the 1994 Rwandan genocide—a period deemed one of its most significant moral failures.

The OHCHR staff asserted that ensuring a strong legal and moral denunciation of acts of genocide is crucial for maintaining the credibility of the UN and its human rights initiatives. Recent statistics indicate that over 62,000 Palestinians have tragically lost their lives, while around 160,000 have sustained injuries during the conflict. Furthermore, incidences of starvation have been reported, compounding the humanitarian crisis in the region.

In response to the staff’s concerns, Turk acknowledged the profound moral indignation shared by many regarding the ongoing violations and reiterated the imperative for unity and resilience within the OHCHR. He emphasized the collective responsibility to respond to these alarming circumstances.

As discussions regarding the characterization of the conflict intensify globally, several world leaders, including Brazilian President Luiz Inacio Lula da Silva and Turkish President Recep Tayyip Erdogan, have openly referred to Israel’s actions as genocide. While the UN has refrained from using the term, officials maintain that it is the purview of international courts to make such determinations.
