A United Nations Commission of Inquiry has published a report detailing the alarming trend of Israeli forces deliberately targeting Palestinian children, constituting genocide, war crimes, and crimes against humanity in Gaza, along with war crimes in the occupied West Bank. This report, released on Tuesday, highlights violations against Palestinian children since the onset of Israel’s military campaign in Gaza in October 2023.
The commission’s findings reveal that approximately 30 percent of those killed in Gaza since the conflict’s escalation have been children. The indiscriminate attacks have been accentuated by the targeting of neonatal and maternity care centers, a move that jeopardizes the reproductive health and survival chances of newborns. The consequences have been dire, leading to increased miscarriages, birth defects, and lasting health vulnerabilities among the Palestinian population.
Furthermore, a blockade imposed by Israel has severely impacted the humanitarian situation in Gaza, leading to starvation-related deaths among children and a rise in severe diseases due to falling immunization rates. Srinivasan Muralidhar, chair of the commission, stated that the evidence strongly indicates that Israeli security forces have systematically targeted children, with fatalities continuing even post the October 2025 ceasefire, which raises questions about Israel’s commitment to international law.
The commission was established on May 27, 2021, during a special United Nations Human Rights Council session to investigate alleged violations of international law and human rights abuses, focusing on the enduring conflict between Israel and Palestine. A prior report in September 2025 indicated reasonable grounds to claim that Israel had committed acts of genocide against Palestinians in Gaza, highlighting that the nation had executed four of the five acts defined as genocide under the 1948 Genocide Convention.
UNICEF reported that over 50,000 children have been either killed or wounded by Israeli forces since the conflict escalated, averaging one Palestinian child fatality per day for more than eight months since the so-called ceasefire was enacted. In a recent warning, the UN emphasized that children are becoming “increasingly unprotected” as humanitarian organizations and rights defenders are compelled to retreat from their operations in the Palestinian territories.
Alongside physical violence, the report also substantiates that Palestinian children face arrest and severe mistreatment while in Israeli custody, including torture and sexual abuse. Palestinian rights group Defense for Children International-Palestine (DCIP) indicated that over half of Palestinian children detained by Israeli authorities were held without charge or trial at the end of last year.
