Antonio Guterres, the Secretary-General of the United Nations, emphasized the importance of maintaining the “territorial integrity” of the Democratic Republic of the Congo (DRC) amid escalating tensions, particularly with the recent advancements made by the M23 group—a rebel faction reportedly backed by Rwanda. Speaking at an African Union (AU) summit in Addis Ababa, Ethiopia, Guterres underscored that any regional escalation resulting from the ongoing conflict must be “avoided at all costs.”
The M23 forces have claimed control over Kavumu airport, which services Bukavu, the capital of South Kivu province, heightening concerns regarding the potential for increased violence in the eastern regions of the DRC. Guterres pointed out that the renewed hostilities threaten not only the DRC but also have the potential to destabilize the larger region, therefore necessitating a unified response from African nations.
Local reports indicate that explosions were heard in Bukavu on Saturday, causing alarm and prompting calls for greater intervention from international bodies. Observers have noted the AU’s cautious approach to the crisis, leading to demands for more decisive measures in response to the escalating violence. According to Jazeera correspondent Catherine Soi, M23 commanders expressed their intent to “secure” Bukavu, and they claimed to have established substantial control over both South Kivu and North Kivu, areas rich in mineral resources.
Currently, the M23 group has also secured Lake Kivu, a crucial logistics hub for supply transfers between these provinces. Reports suggest that some military personnel at Kavumu airport abandoned their posts in the face of M23’s aggressive advances, raising questions about local military capacities.
Despite Rwanda’s denial of providing military support to the M23, a UN report indicated that the country had maintained considerable troop presence in the DRC, casting further doubt on the stability of the situation. Outgoing AU chair Moussa Faki Mahamat called for adherence to a ceasefire and noted a growing collective commitment among African nations to quell the violence.
In light of these developments, Congolese President Félix Tshisekedi urged the international community to take a firm stance against Rwanda’s actions, characterizing them as “expansionist ambitions.” In response to the M23’s recent gains, the European Union has declared that it is actively considering a range of options, including potentially suspending contracts related to mineral dealings with Rwanda as a direct reaction to its involvement in the conflict.
