On February 28, Ukrainian President Volodymyr Zelenskyy met with U.S. President Donald Trump as part of his ongoing effort to secure continued support for Ukraine amidst its ongoing challenges. The outcome of the meeting, however, diverged from expectations, as both Trump and U.S. Vice President JD Vance publicly criticized Zelenskyy for allegedly being dismissive of their proposed ceasefire initiative with Russia.

In light of this encounter, analysts suggest that Zelenskyy’s chances of returning to Washington during Trump’s presidency appear limited. They predict a significant escalation in U.S. pressure on Ukraine in the ensuing weeks and months, as the Trump administration pushes Kyiv for substantial concessions to achieve peace with Russia.

Prior to the high-profile meeting, the Trump administration had already raised questions regarding Zelenskyy’s legitimacy, even calling for early presidential elections. The push for fast-tracked elections, intended to displace the incumbent, risks political instability that could have dire implications for Ukraine’s future.

Zelenskyy’s approval ratings have witnessed fluctuations throughout his presidency. Initially, prior to Russia’s full-scale invasion, his popularity had plummeted to approximately 28 percent, with his party garnering even less support. The onset of war catalyzed a rallying effect among Ukrainians, temporarily boosting his approval to as high as 90 percent by May 2022. However, as the conflict has lingered, his ratings have steadily declined to 49 percent as of January 2024. Factors contributing to this shift include ongoing corruption challenges and general war fatigue among the populace.

Aware of his precarious political standing, Zelenskyy has expressed discomfort with potential challengers. Recent polls indicate a strong possibility that he might lose to any new candidate if elections were held soon. One emerging figure is Valerii Zaluzhnyi, the recently ousted commander-in-chief of Ukraine’s armed forces, who has garnered significant public trust, reported at 72 percent in January. Though he has yet to announce his candidacy, his potential entry into the race could significantly alter the political landscape.

Other prominent figures, such as Kyrylo Budanov, head of Ukraine’s intelligence service, are also speculated to have political ambitions. Budanov has remained out of public sight amidst rumors concerning possible removal by Zelenskyy, but he is expected to re-emerge as the electoral scenario develops. Additionally, boxing champion Oleksandr Usyk, despite not having declared political intentions, is beginning to gain traction as a potential contender with a 60 percent approval rating.

Former President Petro Poroshenko, who remains a vocal critic of Zelenskyy, also poses a threat to the current administration. Facing numerous criminal allegations, including those concerning treason, Poroshenko’s political maneuvers have placed him at odds with the existing government. Nevertheless, ongoing state-imposed sanctions against him indicate a strategic effort to limit his influence before any electoral process unfolds.

Zelenskyy’s handling of opposition figures has raised concerns, although support from European leaders following his confrontation with Trump has provided him with a temporary boost. Still, the overall political environment in Ukraine remains precarious, reflecting deep societal divisions exacerbated by the war, complicating the prospect of a fair electoral process.

The dynamics of an election imposed in a moment of crisis pose a risk far greater than many typical political scenarios. Should such an election occur now, it could incite further divisions, with the potential for catastrophic consequences for national unity. The pressing need for a lasting ceasefire is crucial to ensure that any future electoral engagement is conducted in a manner that allows all Ukrainians to participate without fear of retribution or strife. Thus, a structured and comprehensive peace strategy must be prioritized before pursuing any form of electoral legitimacy.
