United States President Donald Trump has initiated the process to redesignate Yemen’s Houthis, also known as Ansar Allah, as a “foreign terrorist organization,” according to an announcement from the White House. This executive order, signed on Wednesday, mandates Secretary of State Marco Rubio to prepare a report regarding the designation within 30 days, following consultations with the Director of National Intelligence and the Secretary of the Treasury. Following the submission of this report, Rubio will have an additional 15 days to take appropriate steps related to the Houthi designation.
This move reinforces Trump’s earlier actions during the final days of his first term, when he classified the Yemeni group as both a “foreign terrorist organization” and a “Specially Designated Global Terrorist” (SDGT) entity. The Biden administration, upon taking office, reversed these designations, with former Secretary of State Antony Blinken emphasizing a recognition of the challenging humanitarian situation in Yemen. However, the Biden administration reimposed the SDGT designation in January of last year, citing the group’s heightened attacks on commercial shipping in the Red Sea.
The recent statement from the White House criticized the previous administration’s strategy, asserting that it had led to increased hostilities by the Houthis, including numerous attacks on U.S. Navy warships and commercial vessels, as well as threats to civilian infrastructure in allied nations. The current administration suggests that under Trump’s leadership, U.S. policy will shift towards collaborative efforts with regional partners to diminish the Houthis’ operational capabilities, effectively safeguarding U.S. personnel, allies, and maritime activities in the Red Sea.
Moreover, Trump’s order instructs the U.S. Agency for International Development (USAID) to sever ties with any entities that have either made payments to the Houthis or opposed actions aimed at countering the group’s influence while disregarding their alleged abuses. This directive arrives on the heels of the Houthis announcing the release of the crew of the Galaxy Leader cargo vessel, which had been seized shortly after the recent escalation of conflict involving Israel and Gaza. The Supreme Political Council of the Houthis indicated that the release of the 25 crew members was intended to support a ceasefire agreement between Israel and Hamas, which commenced on Sunday.
