Senior foreign ministry officials from India and Afghanistan held significant talks recently, marking the highest-level engagement between the two nations since the Taliban’s takeover of Kabul in 2021. The discussions, which took place in Dubai, underscored Afghanistan’s desire to establish a cooperative and economically vibrant relationship with India.
India’s Foreign Secretary Vikram Misri and acting Taliban Foreign Minister Amir Khan Muttaqi discussed strategies for enhancing bilateral ties, particularly through trade initiatives leveraging the Chabahar Port in Iran. This port is pivotal for India, providing a strategic route for goods to circumvent Pakistan’s ports of Karachi and Gwadar, which have long been viewed as regional rivals.
Afghanistan’s Ministry of Foreign Affairs issued a statement highlighting the significance of India as a “significant regional and economic partner.” The Islamic Emirate of Afghanistan reiterated its commitment to a balanced and economically focused foreign policy, aiming to bolster political and economic ties with India.
India, which continues to host thousands of Afghan refugees, expressed its support for Afghan rehabilitation initiatives. The Indian Foreign Ministry signaled intentions to engage in development projects within Afghanistan, with an emphasis on the health sector and refugee assistance. This comes in light of reports that approximately one million refugees have been repatriated by regional governments to Afghanistan since late 2023. The foreign ministry has committed to supplying material support to facilitate their reintegration.
Additionally, discussions included potential collaboration in sports, particularly cricket, a beloved pastime in both nations. While official recognition of the Taliban administration remains absent from the international community, India has taken proactive steps to maintain diplomatic channels. After reopening its embassy in Kabul in June 2022, India dispatched a team of technical experts to manage the mission effectively.
Simultaneously, the diplomatic landscape has seen challenges. Afghanistan’s embassy in Delhi was recently closed due to visa extension issues for diplomats ousted by the Taliban government. Nevertheless, the appointment of Ikramuddin Kamil as acting consul in Mumbai signifies ongoing diplomatic engagement.
India’s humanitarian initiatives have also continued, with significant shipments of wheat, medicines, COVID vaccines, and winter clothing sent to Afghanistan. This demonstrates India’s commitment to support its neighboring country amid a complex political landscape, including rising tensions with Pakistan, which has recently conducted military operations that have raised humanitarian concerns.
