Regarding Russian activities, despite the expulsion of more than 750 Russian diplomats since the onset of the Ukraine conflict, McCallum emphasized that Russian state actors had increasingly resorted to using proxies for their operations. He specifically mentioned the GRU, the Russian military intelligence agency, stating, “They are on a sustained mission to generate mayhem on British and European streets,” reflecting a trend toward reckless actions including arson and sabotage.

The current official terror threat level in the UK is designated as “substantial,” indicating a likely potential for attacks. MI5 has successfully disrupted 43 late-stage terror plots since 2017.

McCallum further expressed concern about the re-emergence of the ISIL group, despite its previous setbacks in Iraq and Syria. He attributed the revival of their influence to the pervasive allure of the internet, which facilitates access to extremist propaganda for vulnerable youth. The rise of extreme right-wing terrorism, often targeting young individuals through savvy online propaganda, presents another layer of complexity to the UK’s security landscape.
