Israel Declines Participation in UN Human Rights Council Amidst Ongoing Tensions
In a significant development, Israel has announced that it will not participate in the United Nations Human Rights Council (UNHRC), a decision mirrored by the United States earlier in the week. This stance underscores the escalating tensions between Israel and the international body tasked with monitoring and addressing human rights issues.
UNHRC spokesperson Pascal Sim clarified that Israel holds observer state status within the council, meaning that it cannot formally withdraw. The Geneva-based council consists of 47 UN member states, elected by their peers to serve four-year terms on a rotating basis. Currently, the United States is also not an elected member of the UNHRC.
Israeli Foreign Minister Gideon Saar expressed strong criticism towards the UNHRC, accusing it of institutional bias against Israel, a sentiment echoed by other Israeli officials. Saar’s assertion highlights a perception among some in Israel that the council has consistently shown what they describe as anti-Israel sentiment since its establishment in 2006. Danny Danon, Israel’s UN ambassador, further characterized the council’s actions as a “moral failure.”
In response to Israel’s decision, Francesca Albanese, the UN special rapporteur on the occupied Palestinian territory, remarked on the severity of Israel’s withdrawal from participation. She asserted that this decision reflects a troubling self-perception within Israel, indicating a disconnect from the realities of accountability on the global stage. Albanese’s comments suggest that some nations might view Israel’s actions as an attempt to escape scrutiny rather than engage with pressing human rights issues.
The UNHRC plays a crucial role in reviewing the human rights records of its member states and appointing independent experts to support human rights initiatives. Although Israel has traditionally participated in periodic reviews mandated by the council, it has refrained from joining discussions regarding the human rights situation in Palestine and other occupied territories.
Israel’s decision adds to a series of confrontational actions it has taken regarding the UN in recent months. Notably, in October, the Israeli government prohibited the operations of the UN Relief and Works Agency for Palestine Refugees (UNRWA), eliciting widespread international criticism.
