Nikhil Gupta, 54, entered his plea on Friday after admitting his involvement in contacting a would-be hitman to carry out the assassination. Pannun, who also holds Canadian citizenship, is associated with Sikhs for Justice, an organization that advocates for the secession of Punjab, a northern state in India with a significant Sikh population. Gupta disclosed that he transferred ,000 online to initiate the contract killing while he was in India in 2023. However, the purported hitman was actually an undercover operative for the U.S. Drug Enforcement Administration (DEA).

FBI Assistant Director Roman Rozhavsky noted that Pannun was targeted for engaging in activities protected under freedom of speech. Gupta, arrested at Prague Airport in June 2023, was extradited to the U.S., facing serious charges including conspiracy to commit murder and money laundering. If convicted under federal guidelines, he could serve between 20 and 24 years in prison, with sentencing set for May 29.

The plot against Pannun is part of a broader pattern of what U.S. and Canadian authorities are labeling as transnational repression aimed at Indian dissidents. This has resulted in strained relations among the United States, Canada, and India, as the allegations implicate the Indian government in acts of intimidation against dissenting voices abroad.
