Cuba’s Ministry of Foreign Affairs has officially lodged a protest against Michael Hammer, the head of the United States mission to the island, in a statement released on Friday. The Foreign Ministry expressed concerns regarding Hammer’s conduct since his arrival in late 2024, labeling it as “unfriendly and meddling.”
The statement articulated that Hammer has been inciting Cuban citizens to engage in serious criminal activities that undermine the nation’s constitutional framework. Such actions, the Ministry asserts, are provocative and irresponsible. It emphasized that the diplomatic immunity Hammer holds should not shield him from actions perceived as harmful to Cuba’s sovereignty and internal affairs.
This protest reflects an ongoing deterioration in relations between Cuba and the United States, particularly following President Donald Trump’s second term initiation in January. Historically, diplomatic ties have been strained, stemming back to the Cold War. After the Cuban Revolution in 1959, the US imposed stringent trade restrictions and supported efforts to destabilize Cuba’s newly established communist government.
Efforts to mend this strained relationship were evident during the administrations of Democratic presidents such as Barack Obama and Joe Biden. In 2016, Obama made significant strides toward normalizing relations, though these advancements faced setbacks during Trump’s first administration. The Cuban government continues to assert that the United States is seeking to undermine its leadership. In recent statements, officials accused Hammer of “public and insulting manipulation,” referencing his visit to the historical tomb of José MartÃ, a national hero in Cuba. The US Embassy shared a video of this visit, featuring a voiceover of MartÃ’s words, which critics viewed as tacit endorsement of dissent against the Cuban government.
As tensions escalate, there are indications that the Trump administration aims to intensify pressure on Cuba through new sanctions. Previously, the administration announced visa restrictions on individuals working within Cuba’s medical sector, which plays a crucial role in providing healthcare aid, particularly across the Caribbean. Critics of these measures argue that they jeopardize essential healthcare services while supporters claim they combat the exploitation of medical professionals.
