The Bishnoi gang, led by imprisoned Indian gangster Lawrence Bishnoi, is characterized as a transnational criminal organization primarily operating from India while maintaining a significant presence in Canada. Bishnoi, currently serving a lengthy sentence in India, is alleged to have orchestrated a vast network involved in drug trafficking, arms smuggling, extortion, and targeted killings.
Canadian authorities have claimed that Bishnoi’s associates have been implicated in acts orchestrated by Indian intelligence agencies aimed at intimidating supporters of the Khalistan movement, which seeks autonomy for the Sikh minority in Punjab. In response, Indian officials have rejected these allegations, pointing to what they perceive as Ottawa’s failure to provide substantive evidence and a consistent denial of extradition requests for suspects linked to Bishnoi.
The Canadian government asserts that this terrorist designation not only enables the seizure of property and funds associated with the gang but also enhances law enforcement’s ability to disrupt their recruitment, financing, and international activities. This move is particularly pertinent given the significant Sikh population in Canada, which exceeds 770,000 and represents approximately 2% of the nation’s demographic tapestry.
The Bishnoi gang’s notoriety has escalated amid growing tensions in diplomatic relations between Canada and India. The assassination of Sikh activist Hardeep Singh Nijjar near a Vancouver gurdwara in June 2023 intensified scrutiny on the gang and the alleged involvement of Indian officials in orchestrating violence against critics of Prime Minister Narendra Modi’s government abroad.
Despite these challenges, Canadian officials seek to find common ground with India, as exemplified by recent statements from Prime Minister Mark Carney’s national security adviser, Nathalie Drouin. She indicated that Indian officials have expressed a willingness to cooperate regarding investigations and have agreed to avoid cross-border actions that could exacerbate tensions.
