On Monday, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the Philippines will hold its first parliamentary election since its establishment in 2018. This vote will officially conclude the transitional period under the Bangsamoro Transition Authority (BTA), an interim regional government appointed in 2019. The election marks not just a significant milestone in the Bangsamoro struggle but also reflects decades of negotiations and conflict resolution efforts between the Moro Islamic Liberation Front (MILF) and the Philippine government.

BARMM occupies a vital space on Mindanao, the Philippines’ second-largest island, predominantly inhabited by the Moro people, a native Muslim-majority group with a rich history of self-governance. For centuries, the Moro resisted foreign colonialism and sought autonomy. The creation of the Autonomous Region in Muslim Mindanao (ARMM) in 1989 was a key attempt to address their governance needs, though it ultimately fell short due to limited powers and resources that left significant local grievances unaddressed. Consequently, the MILF continued its struggle, advocating for greater rights and autonomy.

In 2012, President Benigno Aquino III characterized the ARMM as a “failed experiment,” setting in motion a series of reforms. His administration’s signing of the Framework Agreement on the Bangsamoro led to the establishment of BARMM, designed to embody more robust local autonomy, including a regional government and a parliamentary system. This transformation was further detailed in the Comprehensive Agreement on the Bangsamoro, which outlined the transition from ARMM to BARMM.

As the election approaches, internal divisions within the MILF surface, presenting challenges to the coherence of its political strategies. Tensions have emerged between factions loyal to MILF Chair Al Haj Murad Ebrahim and those supporting Chief Minister Abdulraof Macacua, who recently allied with the newly formed Bangsamoro Federalist Party (BFP). This division raises concerns about potential electoral violence and the implications for governance in BARMM.

While the MILF has positioned itself as a proponent of moral governance, concerns grow over the potential for election-related violence and vote-buying, issues that have historically plagued Filipino elections. The MILF’s ability to maintain its integrity and commitment to democratic processes will be critical in fostering public trust during this pivotal moment.

Amidst these uncertainties, the Philippine government has heightened its military presence in key areas, exacerbating public anxiety regarding possible unrest. The need for a peaceful electoral process remains paramount, as the outcome will not only shape BARMM’s governance but also reflect the community’s sentiments towards the ongoing peace efforts.

However, the responsibility for a successful transition rests not only on government and MILF leaders but also on the people of Bangsamoro.
