According to Justice Department officials, this network actively recruited individuals within the U.S. to surveil Russian dissidents, extending their operations beyond U.S. borders into Lithuania as well.
In one alarming incident, a recruit was allegedly promised ,000 to eliminate a target based in the United States, while another individual was offered ,000 to execute a hit in Lithuania.
