Zoox, the autonomous vehicle division of Amazon, has received approval from the National Highway Traffic Safety Administration (NHTSA) for limited commercial deployment of its unique robotaxis—a pioneering moment for the autonomous transportation industry in the United States. This week, the NHTSA authorized Zoox to start charging customers for rides, contingent on securing additional state and local approvals.

The approval includes an exemption from federal regulations that necessitate human controls in vehicles, a significant step that illustrates the NHTSA’s recognition of the safety protocols Zoox has implemented. NHTSA Administrator Jonathan Morrison stated that Zoox has satisfied the necessary criteria to ensure passenger safety; however, the rollout will be gradual, with no immediate availability of vehicles for public purchase. He emphasized the current deployment will involve up to 2,500 vehicles over the next two years with additional safety reporting protocols in place, particularly regarding incidents like crashes or vehicles that may halt unexpectedly on roads.

Celebrated for their innovative design, Zoox’s vehicles differentiate themselves from traditional models with a futuristic carriage-style layout featuring rows of seats facing each other. These vehicles can reach speeds of up to 75 miles per hour and are devoid of a driver’s seat, steering wheel, or pedals—reinventing the idea of passenger transport.

Zoox has already commenced offering free rides in cities such as Las Vegas and San Francisco and intends to transition to a paid service beginning in Las Vegas, planning to expand into additional markets as it meets local regulatory requirements. Proponents of autonomous vehicles argue that current NHTSA regulations are outdated and hinder the potential growth of novel transportation models. On the other hand, critics express concern that easing restrictions could compromise public safety, with incidents of driverless vehicles engaging in unsafe behaviors or creating obstacles for emergency services.

In response to safety concerns, Morrison recently urged developers to prioritize resolving issues that have led to driverless vehicles interfering with law enforcement operations and other first responders. Following this directive, Zoox recalled a fleet of 105 autonomous vehicles to update their software, particularly to improve detection capabilities in instances of heavy smoke and emergency situations.

Advocacy groups such as Advocates for Highway and Auto Safety have voiced apprehensions about Zoox’s plan to operate without traditional vehicle controls, contending that the company has not adequately substantiated the safety of its technology. The group’s legal counsel expressed skepticism regarding the strength of Zoox’s evidence, highlighting the need for substantial data supporting their claims.

In the competitive arena of autonomous vehicles, Zoox faces challenges from established players like Waymo, a subsidiary of Alphabet, which has already successfully deployed its electric Jaguar SUVs across multiple cities featuring standard manual controls. Zoox’s CEO, Aicha Evans, emphasized that this recent approval marks a critical milestone for the evolution of autonomous vehicles. Ultimately, Amazon’s ambition is to produce as many as 10,000 robotaxis annually at its forthcoming plant near Silicon Valley, signifying its determination to compete head-to-head with Waymo in the rapidly growing autonomous vehicle market.
