As Albania grapples with significant public unrest over a controversial land development backed by Jared Kushner, new allegations of forgery have emerged, deepening the tension surrounding the project. The investigation by Albania’s anticorruption prosecutors not only highlights potential legal malfeasance but also reflects the broader societal frustrations over perceived government complicity in elite-driven initiatives that threaten the nation’s natural resources and the rights of its citizens.

Albania’s anticorruption prosecution service has launched an investigation into allegations of forged deeds associated with a beachfront property intended for a Jared Kushner-backed resort. This development has already sparked months of protests triggered by concerns over environmental degradation and potential governmental corruption.

According to case files reviewed by ZezapTV, the Special Structure Against Corruption and Organised Crime (SPAK) has named Artur Shehu, a businessman based in Miami, as the seller of the disputed land. The records indicate that this transfer occurred in April, facilitating the establishment of a resort complex by Albania Land Development, the entity linked to Kushner’s interests.

Prosecutors accuse Shehu and his associates of laundering proceeds from drug trafficking through the Albanian real estate market by utilizing falsified property titles to obscure the origins of the funds. Consequently, approximately 110 million euros (around 6 million) connected to the controversial sale have been frozen in a notary account as part of the ongoing inquiry.

Shehu’s lawyer, Kujtim Cakrani, has vehemently denied these allegations, asserting that his client is innocent and has sold land legitimately owned by his family since the Ottoman era. Shehu’s backstory is also notable; he fled to the United States seeking asylum in 1998 after experiencing violence associated with gang conflicts in Albania that claimed the lives of his family members.

The detailed SPAK files, which span around 200 pages, were released concurrently with new arrest warrants for 20 individuals implicated in narcotics trafficking and money laundering. Notably, there has been no evidence found to suggest that Kushner or other developers were aware of any legal suspicions regarding the land transaction.

The unrest has been accompanied by public outcry against the resort’s development, which poses a threat to wetlands and vital habitats for local wildlife, such as sea turtles and flamingos. The latter species has become emblematic of the “Flamingo Revolution,” a grassroots movement advocating against government corruption and environmentally irresponsible development.

Kushner and his wife, Ivanka Trump, first envisioned the resort after spotting the picturesque coastline from a yacht, later revealing plans that included hotels, villas, and marinas on social media in 2024. Protests that began in May have since expanded in scope, demanding the resignation of Prime Minister Edi Rama amid rising accusations of corruption.

Tensions escalated further last week, as riot police utilized tear gas and water cannons to disperse demonstrators outside the Albanian parliament, resulting in injuries to 15 police officers and the arrest of 25 individuals. A Tirana court subsequently released 19 of those detained, while issuing house arrest orders for two others and mandating periodic check-ins for a dozen more.

Protesters like Entela Koja have voiced that the movement represents a larger struggle against the wealthy elite exploiting Albania for their gain. Nearby villagers, who have long contested Shehu’s ownership claims, argue they possess legitimate title deeds that prove their rightful ownership of the land.

In response to the protests, Rama’s government has characterized the unrest as a politically motivated initiative orchestrated by opposition factions and maintains that the development adheres to regulations set forth by both Albanian authorities and the European Union.
