In a recent report, the maritime monitoring service TankerTrackers.com shed light on the enduring presence of a vessel in the Strait of Hormuz, previously misidentified as recently grounded. This vessel, linked to Iranian oil magnate Mohammad Hossein Shamkhani, has been under scrutiny amid claims of complex maritime operations intertwined with international oil revenue streams. The situation underscores the layered dynamics of regional geopolitics, particularly as it pertains to Iran’s oil trade and its strategic moves within global frameworks.

Maritime monitoring service TankerTrackers.com reported Thursday that a ship previously reported by Iranian media as having run aground in the Strait of Hormuz has actually been lodged in the same position since March. Dubbed the Arista, the vessel is Comoros-flagged but is managed by the well-known Iranian oil magnate Mohammad Hossein Shamkhani, who is under multiple Western sanctions.

Shamkhani is recognized as an influential figure in Iran’s oil shipping industry, and he is the son of the late Ali Shamkhani, a prominent adviser to Iran’s former Supreme Leader Ayatollah Ali Khamenei. Ali Shamkhani served as the head of the Supreme National Security Council (SNSC) for ten years until 2023, holding the position as one of Iran’s longest-serving security chiefs since the 1979 revolution. Reports indicate that Ali Shamkhani was killed in the initial strikes on Tehran involving Israel and the US on February 28, which in turn sparked escalating tensions in the region.

Recent findings by the Sarajevo-based Organized Crime and Corruption Reporting Project (OCCRP) have revealed that Mohammad Hossein Shamkhani and his brother reportedly utilized aliases and Caribbean “golden passports” to establish a million property portfolio in Dubai. According to the US Treasury, Shamkhani’s shipping operations are part of a larger network of oil smuggling between Iran and Russia, with the Arista confirmed as one of its assets grounded in the vital trade route of Hormuz.

The US Treasury outlines that Shamkhani’s operations involve utilizing “front” companies to facilitate the acquisition of Iranian and Russian oil, often corresponding with falsified shipping documents. The transition of oil between vessels plays a crucial role in this complex network, as well as the establishment of front companies that obscure financial transactions.

The US Treasury also claims that Shamkhani achieves significant profits through a variety of tankers transporting crude oil, refined oil products, and liquefied petroleum gas (LPG) to generate vast revenue streams for both Iran and Russia. The European Commission states that Shamkhani employs a company named Milavous Group Ltd to blend crude oil with other petroleum products sourced from Russia, rebranding them for export purposes to disguise their origins. This intricate web of activities has not been publicly addressed by Shamkhani.

In terms of international response, Shamkhani has faced sanctions from the US, with the first set imposed last July amidst an extensive round of Iran-related measures. In April, further sanctions were introduced targeting additional facets of his network. US Treasury Secretary Scott Bessent emphasized a decisive approach against regime elites like the Shamkhani family who allegedly profit at the expense of the Iranian populace.

Additionally, Shamkhani is also subjected to sanctions by the European Union, identified as an active entity in Russia’s oil trade and deemed a pivotal player in the so-called “shadow fleet.” This fleet comprises hundreds of aging oil tankers enabling Russia to export crude and fuel while evading international sanctions resulting from the Ukraine invasion.

In August of the previous year, the UK government joined the sanctions efforts, implementing asset freezes and travel bans on Shamkhani. Minister for the Middle East Hamish Falconer remarked that these sanctions target individuals contributing to Iran’s efforts to destabilize regional and global security.
