Here is where things stand on Wednesday, February 11:

Fighting

A Russian attack has claimed the lives of four individuals, among them three young children, in the Ukrainian city of Bohodukhiv, located west of Kharkiv. Regional governor Oleh Syniehubov reported the heartbreaking incident via the Telegram messaging app early Wednesday, revealing that two one-year-old boys and a two-year-old girl were tragically killed alongside a 34-year-old man. Additionally, a 74-year-old woman sustained injuries.

The Russian offensive has also targeted energy infrastructure, resulting in power outages for the Lozova community in the Kharkiv region. Local official Serhii Zelenskyy noted that Syniehubov had declared an energy emergency in response to the ongoing “constant enemy fire” throughout the area. In another tragic occurrence, a Russian missile strike led to the death of a mother and her 11-year-old daughter, injuring at least 16 others, according to a statement from the Donetsk Regional Prosecutor’s Office.

In a report from the Moscow-appointed local official Natalya Romanichenko, five fatalities were confirmed following a Ukrainian attack on Vasylivka, situated in a Russian-occupied region of Ukraine’s Zaporizhia. Furthermore, a priest was killed during a Ukrainian strike on a funeral procession in Skelki, which is also located in Russian-occupied territory; TASS, the Russian state news agency, relayed condemnation of this attack. Ukrainian military actions have caused electricity shortages in Russian-held areas and heating outages in Enerhodar, prompting comments from Russian officials.

Additionally, one of two external power lines supplying the Zaporizhzhia nuclear power plant—now under Russian control—was severed due to a Ukrainian attack. In Russia’s Belgorod region, a man was reportedly killed by a Ukrainian drone strike targeting a van.

On the defensive, Russian air defense systems successfully intercepted three guided aerial bombs and 72 drones in a single day, according to TASS.

Military Aid

The United States ambassador to NATO, Matthew Whitaker, announced in an online briefing that 21 NATO allies and two partner nations have collectively committed to purchasing over .5 billion worth of U.S. military equipment through the Prioritised Ukraine Requirements List (PURL) initiative. Whitaker expressed anticipation for additional pledges aimed at supporting Kyiv as defense ministers gather in Brussels for discussions.

In a recent statement, Ukraine’s Ministry of Defence revealed that Ukrainian forces received an infusion of 4.5 billion Ukrainian hryvnias (approximately 4.5 million) for the procurement of drones and electronic warfare systems over the past month.

Politics and Diplomacy

In recent diplomatic correspondence, South African President Cyril Ramaphosa affirmed his country’s backing for initiatives aimed at concluding Russia’s conflict with Ukraine during a phone call with Russian President Vladimir Putin. The Kremlin has confirmed that the two leaders discussed the ongoing conflict.

Kremlin spokesperson Dmitry Peskov mentioned that France has not re-established formal relations with Russia but noted President Macron’s statements advocating for a restoration of relations, describing them as commendable.

Russian communications watchdog Roskomnadzor announced further restrictions on the Telegram platform, alleging non-compliance with Russian law regarding personal data protection and countermeasures against fraud and criminal activity. Telegram’s founder, Pavel Durov, defended the platform, asserting its commitment to safeguarding freedom of speech and user privacy in the face of external pressures.

Sanctions

In Germany, management of the PCK Schwedt refinery, owned by the Russian Rosneft energy company, has issued an urgent appeal to German Minister for Economic Affairs and Energy Katherina Reiche. They warned that impending U.S. sanctions could jeopardize fuel supplies for Berlin and surrounding regions, following a sanctions exception that is set to expire on April 29.
